What is the CEFR, and why does every exam mention it?
Almost every English exam and Cyprus job posting refers back to one shared scale: the Common European Framework of Reference for Languages (CEFR). It's the EU-wide standard for describing how good someone's English actually is, from complete beginner to near-native mastery.
Cyprus job vacancies and official documents almost never say "B2" or "C1" directly — instead they use everyday phrases that map onto these levels:
| Everyday Term | Roughly Equivalent CEFR Level |
|---|---|
| Καλή γνώση / Good knowledge | B2 (Upper-Intermediate) |
| Πολύ καλή γνώση / Very Good knowledge | C1 (Advanced) |
| Άριστη γνώση / Excellent knowledge | C2 (Mastery) |
01 · School Years
Exams for kids & students
Ages 6–12: Cambridge Young Learners
A gentle introduction to formal English exams, built around confidence rather than pass/fail pressure — every child who takes them receives a certificate showing "shields" earned.
| Exam | Typical Age | What It Covers |
|---|---|---|
| Starters | 6–8 | Basic words, simple listening & speaking |
| Movers | 8–10 | Everyday vocabulary, short conversations |
| Flyers | 10–12 | Longer texts, more complex grammar |
Ages 11+: Cambridge Main Suite
As students progress, they typically move into the "main suite" of Cambridge qualifications, each tied to a specific CEFR level and recognised by schools and universities worldwide.
| Exam | CEFR Level | Typical Age |
|---|---|---|
| A2 Key (KET) | A2 | 11+ |
| B1 Preliminary (PET) | B1 | 12+ |
| B2 First (FCE) | B2 | 14+ |
| IGCSE English (First or Second Language) | ~B2–C1 | 14–16, part of the British curriculum |

02 · Adult Learners
Exams for adults
As an adult, the exam you need depends entirely on your goal — university, immigration, a job, or general confidence. Here's how the main options compare.
| Exam | CEFR Level(s) | Format | Best For |
|---|---|---|---|
| Cambridge B2 First (FCE) | B2 | Pass/grade, valid for life | General proficiency, some job applications |
| Cambridge C1 Advanced (CAE) | C1 | Pass/grade, valid for life | University & professional use |
| Cambridge C2 Proficiency (CPE) | C2 | Pass/grade, valid for life | Highest level of certification |
| IELTS | Maps to any level via band score | Band score 0–9, valid 2 years | University admission, work, immigration |
| TOEFL | Maps to any level via score | Score 0–120, valid 2 years | Mainly US/international universities |
How IELTS is structured
IELTS has four parts — Listening, Reading, Writing, and Speaking — each scored from 0 to 9, with an overall band score that's the average of all four. There are two versions: Academic (for university admission) and General Training (for work and immigration). Unlike Cambridge exams, IELTS doesn't have a pass/fail — your band score is simply a snapshot of your current level, valid for two years.

03 · Higher Education
University admission requirements
Universities in Cyprus that teach in English (and universities abroad) generally ask for one of the exams below as proof you can study in English. Exact minimum scores are set by each university and even by each program, so treat the ranges below as a general guide only.
| Exam | Typical Undergraduate Range | Notes |
|---|---|---|
| IELTS Academic | Often around band 5.5–6.5 | Most widely accepted worldwide |
| TOEFL iBT | Often around 70–90 | Common for US-style programs |
| Cambridge C1 Advanced (CAE) | Grade B or C | Accepted by many universities as an alternative |
04 · Public Sector
Cyprus government & public sector positions
This is the section people usually come to this page for — so let's be precise about what we know and what you need to verify yourself.
How Cyprus civil service positions are structured
Cyprus public sector jobs are organised into salary scales ("κλίμακες"). You'll see vacancies advertised for scales including:
Generally speaking, higher scales tend to require higher academic qualifications and often a higher standard of English — many postings specify "Very Good knowledge of the English language" (and sometimes Greek, French, or German) as a formal requirement, in addition to the relevant degree or diploma for the role.
How you prove your English level
According to Cyprus Public Service Commission (PSC) documentation, candidates must prove their language level either through accepted certificates ("τεκμήρια") or by sitting an examination, by the application deadline stated in the vacancy notice. The PSC maintains an official, regularly updated list called the "Κατάλογος Τεκμηρίων Γνώσης Γλωσσών" (List of Accepted Language Knowledge Evidence), published on their website.
From what we've confirmed: IELTS is officially accepted as evidence of English knowledge for Cyprus Public Service Commission purposes, and Cambridge English qualifications (First, Advanced, Proficiency) are also widely recognised generally, in line with their standard CEFR levels (B2, C1, and C2 respectively).

Quick answers.
What is the CEFR and why does it matter in Cyprus?
The CEFR is the EU-wide standard for describing language ability, from A1 (beginner) to C2 (mastery). Cyprus job vacancies and universities describe English requirements using terms like Good (roughly B2), Very Good (roughly C1), and Excellent (roughly C2) knowledge of English, which map onto these CEFR levels.
What English exams do children take in Cyprus?
Young children commonly take Cambridge English Qualifications for Young Learners: Starters, Movers, and Flyers. Older students often progress to Cambridge A2 Key, B1 Preliminary (PET), B2 First (FCE), or IGCSE English.
What English exam is needed for university in Cyprus?
Universities that teach in English typically require IELTS or TOEFL, with some also accepting Cambridge Advanced (CAE) or Proficiency (CPE). Exact minimum scores vary by university and program, so always check with the specific institution.
What English exam do I need for a government job in Cyprus?
It depends on the salary scale and specific position. IELTS is officially accepted by the Public Service Commission of Cyprus, and Cambridge English certificates are also widely recognised. Always confirm the exact requirement in the official vacancy announcement or on psc.gov.cy before you sit an exam.
Is the Cyprus public sector English requirement the same as in Greece?
No. Cyprus and Greece have separate public service systems (the Public Service Commission of Cyprus and ASEP in Greece), each with their own official lists of accepted language qualifications. Always check the Cyprus-specific requirement on psc.gov.cy rather than assuming a Greek public sector rule applies in Cyprus.
